Finished the first draft of the HOWTO --AND-- spelled check the entire
thing. Every section should be filled in. A final read through and
something that describes how webserves and ftp servers should have the
necessary bandwidth before a program is released.

I've removed the section on code cram because it doesn't seem
relative. I finished written the section on delegation and had a
couple orgazational crises on the way but it seems to look nice. I
used a sect3 and several sec4 insetead of an itemized list but I think
it looks a lot btter now.

on version numbering. I also removed the last subsection of the
starting section on "Nurtuing Future Development" because much of
seems like it it was too small and the information that belonged under
it could go into sections like presentation and under working with
developers. :)

Finished going through and writing the "Starting a Project" general
introduction and writing the entire "Choosing a Project" subsection.
There are some errors that need to be fixed with URLs (the url is
entered twice and shouldn't be).

also went through and did an indexterm for the three major sect1s that
were not the intro. I'm ready to start writing the actual howto now!

I've done a good once over on the intro  text but it will need to be revised
and the rest of it is probably spelled horribly with bad grammer. "Credits"
is the first section that I have not done.

Added FreeSoftwareDevelopment which is the actual HOWTO document. So far, it
is mostly just a copy of the template but I've put in an outline that goes
as far as halfway through the 'Interacting with Users' section and still has
mot of the old stuff.
